We say "over" when there is no contact between the two objects (or in other words, when the two things are not touching).
When there is contact between the two objects, we say "over" when one object covers the other completely, and "on" when it does not cover it completely.
My right hand hand is over the book.
The ceiling is over our heads.
It seldom snows.
